Update CI test to use Leap instead of EOSIO

Migrate to Leap: Getting CI running again!

Also includes a minor change to the Peerplays Dockerfile, as the Leap migration necessitated a renaming of the build targets even on the Peerplays side. The Dockerfile needed to be updated accordingly.
