Build Docker image on humbler machines

The build process may use more RAM than is available on the machine. The addition of this check limits the quantity of "build jobs" such that:

(a) the quantity of jobs does not exceed the quantity of available processors

(b) all of the jobs should not exceed the free RAM available at the start of the build process
