Speed up the Docker build process

Michel Santos requested to merge msantos/eosio-blockchain:feature/reduce-docker-build-duration into master

Reduce the Docker build duration by fetching only one level deep into the Git history. That Git history source code will be erased towards the conclusions of the Docker build anyway so it is not needed.
