Broken prohibition of abstention voting

Despite a contest having the NO_ABSTAIN_TAG, voting with an abstention is being permitted.

Cause

A simple reference in the validation logic is incorrectly checking whether the contest prohibits abstention voting in the decision's tags rather than checking in the contest's tag.
